IAAF Council Meeting, Daegu, Korea, 22 August 2011 – SUMMARY

Daegu, Korea – The IAAF Council presided over by President Lamine Diack met today at the Hotel Inter-Burgo, the IAAF HQ in Daegu, for a one-day session ahead of the 48th IAAF Congress (24/25 Aug; opening ceremony 23) and the IAAF World Championships (27 Aug to 4 Sep).

Daegu 2011 – 94% of tickets sold; 202 national teams entered

President Diack gave a short welcome to his Council colleagues and then handed the floor to Hae-Nyoung Cho, Co-President of the Local Organising Committee (LOC) of Daegu 2011 who addressed the meeting.

“It is a privilege to welcome you to Daegu,” said Hae-Nyoung Cho. “This is a huge honour for me personally and the city, and it’s been an eventful four years of working together. Great memories!”

“We are excited that we are altogether and that the championships will start in five days but I am also sad that this might be the last time that we are all together.”

“We have fulfilled almost everything that was promised and we are hoping that the 94% of tickets that have been sold will translate to spectators in the stadium, which would be a record for the IAAF World championships.”

The provisional entry list for the championships which was published the previous evening confirms that 202 national teams and some 1945 athletes have been entered to take part in Daegu.

The morning continued with a final Progress Report from the Local Organising Committee, which was delivered by Dong-Hoo Moon, the Vice-President and Secretary General of the LOC, with Council satisfied that preparations were in place and looking forward to the start of a successful nine days of competition on Saturday 27.

President Diack’s main address followed, and reflected on the opportunities afforded to the sport by the decision to come to Daegu.

“Four years ago in Mombasa, when selecting Daegu to take over from Berlin, we were conscious of the need to meet a number of challenges, among the most significant of which was athletics’ relatively low standing within Korea.”

“Today, many onlookers would agree that we acted in the best interests of our sport when we made this choice, offering it exceptional economic opportunities as well as a decisive inroad into the most populous and dynamic continent in the world.”

The President also made note about the increased democratisation of the forthcoming IAAF elections which will take place in Congress on Wednesday 24.

“Conscious of the need to further cement our desire to expand the foundations of our sport’s collective management, we made a decision that was both historically significant and brave, resolving to increase the number of female members of the IAAF Council from four (4) to six (6), without increasing the total number of Council members, which remains set at twenty-seven (27).”

“Obviously, this means that at the end of the electoral process, we will have to bid farewell to two – our colleagues – currently serving on the Council, a result of the democratic procedure, to which we have always been committed, being freely exercised.”

A Final Mandate

President Diack who stands unopposed for re-election to the position of IAAF President, today issued a summary of most recent achievements and his manifesto for the years ahead.

MEDICAL & ANTI-DOPING

Number of out-of-competition tests since 1 January 2011:

• total number as at 31 July:  1300 urine tests

• including tests with EPO analysis:  265

• blood tests (passport):  256

Education/information programme

Real Winner:  

The interactive anti-doping product for athletics launched by the IAAF in 2009 has been updated and is now available in 6 languages.  This new version has been sent to all IAAF Member Federations and will be dispatched to all athletes in Daegu.

Outreach programme:  

– A successful session was organised by the IAAF at the WYC in Lille.

– An important Outreach programme is anticipated in Daegu in cooperation with KADA and JADA (Korean and Japanese National Agencies).

Nutrition in Athletics:

The brochure published after the IAAF 2007 Nutrition Conference has been updated, the new version is currently available in 3 languages.

KIDS’ ATHLETICS

• Training courses and seminars for PE Teachers were organised in Estonia in May & June.

• The following Member Federations have recently received Kids’ Athletics Kits: Democratic Republic of Congo (COD), Eritrea (ERI), Indonesia (INA), India (IND), Malawi (MAW), Monaco (MON), Serbia (SRB), Ukraine (UKR), Zimbabwe (ZIM), and the island of Niue.

WORLD ATHLETICS DAY 2011

162 Member Federations participated in this project with initiatives in support of the “Green Project” and “Kids’ Athletics” organised once again.

IAAF CENTENARY

Council was briefed about the preparations being made for the celebration of the IAAF Centenary in 2012, which will include a Gala Show, Centenary Book, a temporary Historic Exhibition, and a permanent virtual Hall of Fame

TRANSFERS OF ALLEGIANCE

Council recently studies two cases pertaining to the reduction or cancellation of the waiting period for exceptional circumstances and the conclusions are as follows:

Mohad Abdikardar: It has decided in accordance with Rule 5.2 to cancel the two-year waiting period rendering athlete Mohad Abdikardar eligible to represent Italy at all International Competitions starting at the 21st European Junior Championships in Tallinn, Estonia on 21-24 July 2011.

Urige Buta: It has been decided to accept the request of this athlete to become eligible to compete for Norway with immediate effect (he resided in Norway for over 7 years before obtaining Norwegian citizenship).

Future IAAF World Athletics Series Competitions – Bidding update

An “Information Seminar” was held on 14/15 June 2011 in Monaco for the Bidders of future IAAF World Athletics Series competitions. Representatives from 11 Federations were in attendance. These potential candidates will have to send their bidding documents by 1st September and the Council will decide in November. The current situation is as follows:

IAAF World Half Marathon Championships 2014: Denmark (Copenhagen), GBR (Cardiff), Russia (Cheboksary), USA (New York); Mexico and Serbia withdrew;

IAAF Continental Cup 2014: Morocco;
