Physical Education, Physical Activity and Sport – UNESCO General Conference Adopts Revised Charter

The new Charter has its origin in a previous version which was adopted in 1978. The revision process goes back to recommendations from the last World Conference of Ministers of Sport (MINEPS V) followed by decisions of the UNESCO Executive Board and the Director General. Co- moderated by UNESCO and ICSSPE, the new version is the result of a one year discussion which involved UNESCO member states, members of the Permanent Consultative Council of CIGEPS as well as other sport and sport science bodies.
The new Charter was deemed necessary because of the manifold developments in society, science, sport and physical education. This includes the demand for equal participation opportunities to sport and physical education for all members of society, the growing need for physical activity and necessary steps to ensure that sportspersons act with integrity.

Tolerance & Diversity through Physical Education & Sport – EPAS Conference in Bled, Slovenia
From 19th – 20th November, 2015, the Enlarged Partial Agreement on Sport (EPAS) of the Council of Europe held a Conference promoting tolerance and diversity in sport and physical education.
The conference took place in Bled, Slovenia and was organised in co-operation with the Ministry of Education, Science and Sport of the Republic of Slovenia and the Planica National Sports Institute.
The event was implemented around two themes which were entitled Sport and values: which diversity and tolerance principles could be promoted through physical education and sport? Why are they important and necessary for modern society?, and Sport and education policies: how can values-based physical education and sport activities be implemented?
ICSSPE was represented by Executive Director Detlef Dumon who questioned the concept of tolerance and universal values, and, on the basis of the Human Capital Development, introduced two currently ongoing activities which ICSSPE participation, namely the piloting of the UNESCO Quality Physical Education Guidelines for Policy Makers, and the Value Education Partnership in Cooperation with WADA, UNESCO, IOC, IPC and the International Fair Play Committee.
The debate is available at www.youtube.com
The conclusions of the conference are reflected in a Conference Declaration and provide impulse and guidance for further steps at national level.
